Anchor texts are usually phrases or keywords that are used with links pointing to your sites, these are texts which we use between the a tags. Search engines like Google do keep a close eye on anchor texts that are used to point towards your site, they do notice the relevancy of the keywords used to the actual content of your page where your links points to. Non relevant anchor texts don’t carry much value to your links.

Building a massive amount of links on single keyword looks suspicious to search engines and its a good idea to avoid it. Using keyword tools like Google adwords keyword tool gives you different combination of keyphrases people search for in Google and those variations can be used in your anchor texts which will bring in more traffic to your site as you have expanded your base for different alterations possible for the same term.
also you should keep in mind that your visitors should be your concern as well, stuffing keywords just for the sake of search rankings may not do you much good, make sure your anchor texts looks natural as well for your readers.
