You can allow users to register themselves in wordpress and assign them a default role as soon as the they register but by default this is turned off in wordpress to enable this option you need to go to general section under settings options.

Once you get to general section you can see an option box called anyone can registered and it won’t be checked by default but if you want enable your visitors to register then check on it and assign a role for them to know about what powers different roles have just check out this article Understanding Different Roles Of User Groups In Wordpress. Its advisable that you limit the role to subscriber or at most contributor to avoid possible damage to your blog and its for sure you are not going to assigning them the role of administrator and the reason why its turned off by default is because if you have no idea your visitors can register in your blog and play a role its better you don’t know it at all because sometimes if you assign them the role as an administrator then they can abuse that power very easily, So its good that its not turned on by default. Previous versions of wordpress did had an option called register to comment and Its a good system and I don’t know why I can’t find it in the latest version of wordpress.
